Capacitance, resistance and Voltage measurment.

I am looking for the best fit from NI to measure capacitance(in the Nano farad range), voltage, current and rise/fall time of a circuit (from 0.05 to 30 Microsecond range at 12 VDC).  The project will be using LabView, but I am unsure as to what hardware would be the best fit for cost and functionality.

Check out the NI PXI-4072 FlexDMM and LCR Meter.  This DMM has a maximum range of -10000 uF to 10000 uF with a range sensitivity of 1uF.  The minimum range is -300 pF to 300 pF with a range sensitivity of 0.05 pF.

I'm a bit confused by the capacitance ranges you noted. What is negative capacitance?

Edit:

Looking at the specs in the link you posted I also see negative resistance ranges too. I think there are errors in the listed specs.

I recommend consulting the detailed specifications for a more thurough explination of the specifications.  Open the PDF here
You'll see that it does not have negative values listed in the specifications.
