use the NI CDAQ 9191 with 9403 for measure a digital signal from wind sensor

 i use the NI CADQ 9191 With NI 9403 Digital I/O module 

For measuring a digital signal (type rs232) from a CV7-V wind sensor(manual attached PDF file )

how I can use the NI 9403 module as RS232

for example Campbell Scientific CR1000 offers 8 I/O or 4 RS232
