Component outline

I'm working on a two layer board with surface mount parts on one side and a battery spring contact on the other.
So using the component wizard I create a through hole part with two PTH's. In the component editor I add an outline of the spring on mechanical layer 2.

Now when I attempt to use the component the program will shove the components on the top layer to make room for the mechanical outline.
I specified the component is on lthe bottom layer. I have also specified the outline as silkscreen, but make no difference.
I also checked the 3d info layers and only the through holes are outlined

This does not seem right. How can I avoid this problem?

Here's a thought that I have based upon my observations of Ultiboard and your description. Instead of using mechanical layers when creating the component, try using the silkscreen layer. All the footprints I see use the silkscreen layer for the outline, so maybe by using the other layers you describe it may be causing this situation.

It would help if we could see the part and how it was created  in order to provide a better answer. If you can't post your Ultiboard file for security reasons, maybe you can post a blank file with the part on a board for us to examine.
