Hi,
The problem is probably due to a corrupted MsiInstaller. To fix this problem you need to download and run the MsiInstaller version 2.0 (See the links to find the correct version for your OS).
Sometimes, however, windows will not allow you to install the update. To get around this you need to run MsiCleanup (see link below) and then close the program without selecting anything. Now run the MsiInstaller again and it should work fine. You should then be able to install TestStand.
This could possibly affect all installers that use the MsiInstaller.
This will not work with XP however as this ships with Windows Installer v 2.0

MSI Cleanup (msicu for 95/98, and msicuu for nt/2000)
