1071 chasis fans turn on maximum when 6341 controller is installed, unable to turn off

Currently trying to get a pxie 1071 chasis set up with a 6341 controller. When I insert the controller module into the chasis the fans turn on maximum even when the power led is not on. I am unable to turn the chasis off when the controller is installed, but can when there are no modules installed. I tried both the manual and default inhibitor switch modes and neither fixed it. The peripheral module that I am aiming to install instructs to only install it when the chasis is powered off but plugged in. Any tips?

6341 is a DAQ device installed at the peripheral slot. I guess your controller is configured to boot automatically when powered in the BIOS. See How to Set a PXI Controller to Start Automatically When Powered

You can insert a peripheral module when the chassis is powered on and not plugged in.
