I have a FlexRIO 7954R board which is detected in MAX under my 1042Q PXI chassis, but also shows up with a red X under Miscellaneous VISA Resources. I have a project that I have added the FlexRIO target to and when I right click to configure it, it finds the local resource name, but cannot connect. This is all in one chassis running Windows 7, no remote targets. It says:
Failed to establish connection. A connection could not be established to the specified remote device. Ensure that the device is on and accessible over the network, that the NI-RIO software is installed, and that the RIO server is running and properly configured. If the device is a controller, make sure that it is not in safe mode.
I have an evalutation of LabVIEW 2010 with FPGA and NI-RIO 3.5.1 with FlexRIO support (looking at MAX). I also am noticing that I cannot choose an existing VI in the Open FPGA VI Reference block - they are grayed out and I have to choose a bitfile. I am wondering if my issues are from limited capability from the evaluation license? It seems I have all the right software installed. Can anyone help?

In order to find the source of the problem I will like to ask you some questions.
Could you add some screen shots about the grayed out options, the X under Miscellaneous VISA resources and the project error?
If it is possible could you attach a technical report?
And last but not the least if you are using an evaluation of LabVIEW 2010 when does the license expire?

The evaluation license expires in 8 days. Hope to get that resolved soon though. Attached are various screenshots of the config in Max, what the project looks like, and how if I click the target in the project and try to do Device Setup for the RIO, it detects the RIO0 resource name, but gives me a communication error when I actually select it. It is also odd how the Name of the card is a cryptic key instead of something more straightforward seen in MAXChassis1.png

First, I will recommend you to remove all the hardware from MAX then reset the configuration data. Then refresh MAX and check if now recognizes the hardware as it should,
Second, could you check if the NI RIO driver is properly installed by going to Control panel>>Add programs/features>>National Instruments software. Because it seems to be a missing path for the NI RIO driver, or at least it seems in the technical report.
Third, check if the RIO server is working
