I have a rack mount NI PC - RMC-8356 with a PCIe-8398 running Windows 10 with NI PXI Platform Services v18 installed
This boots fine!
I also have a NI PXIe-1085 PXI rack with a PXIe-8398 installed in slot 1
If I plug the cables from the PXIe-1085 into the PCIe-1085, the system will no longer boot (not even to the firmware).
I have double-triple confirmed that the cables are plugged in correctly and firmly.
The behavior is very consistent.
What do I do next?

I have heard some PCs have issues enumerating the PXI boot info. Is this an issue for the NI PC.

It is a NI PC and NI confirmed it is running the correct firmware.
I am now able to boot (though nothing has changes); but, I still can't talk to the PXI rack.
The good news is that NI has been able to reproduce some of the behavior and they are investigating.
Once I have a resolution, I will post it here.

The problem was caused by issues enumerating the PXI boot info - see https://knowledge.ni.com/KnowledgeArticleDetails?id=kA03q000000x0MKCAY&l=en-US
It was resolved by installing NI MXI-Express BIOS Compatibility Software 18.0

Important Note: You MUST install the 18.0 or newer version it you are using WIndows 10 and/or UEFI/GPT
