PXI-5152 "Access" and "Active" leds are off when the PXI box is powered on

I'm currently trying to get an existing system (PXI-5152 and two Tegam 4040B amplifiers) running on a PXIe-1073 chassis running with an existing Labview program I wrote nearly a decade ago. As I recall when you turn on the PXIe-1073 box the PXI-5152 led light for "access" should illuminate assuming that the module is functionining correctly.

Here's my questions:

1. Am I remembering correctly that the "access" led should illuminate assuming power it getting to the PXI-5152 module?
2. The PXI-5152 is not connected per NI-Max. (See below) The error code I'm getting in NI-Max is "Status Code: -88705
The specified device is not present or is not active in the system. The device may not be installed on this system, may have been unplugged, or may not be installed correctly."

3. Per the troubleshooting instructions I should be able to reinsert the PXI-5152 card (I tried this to no avail)

4. How do I check if there is an issue with the PXI power rails?
5. I've tried turning on the PXIe-1073 box before turning on the computer and it doesn't change anything.

I'm at a loss, what could be wrong? (Other than the PXI-5152 being damaged. Note: I think this is unlikely since I have two of them and neither of them seem to power on in the same way)
