If you have modulation toolkit, the one in the modulation toolkit does work with only complex inputs.

 Which vi are you referring to in the Modulation Toolkit? I've looked at the MT Fractional Resample.vi and that uses a waveform input.

I am talking about the MT Fractional Resample in Modulation Toolkit. Yes, it does take in waveform input. It is rather in the form of a complex cluster. The cluster elements are t0, dt and Y where Y is the complex data sampled at the input rate of R=1/dt.
