Phase noise of a pulsed radar

I'm trying to measure the noise spurs and noise floor of a pulsed radar system. The carrier frequency is in the X-band and I can use an external mixer to generate an IF. We have multiple cases where the PRF varies from 6kHz to 90kHz with duty cycles between 2 and 4%. Using an old HP 3048 doesn't give the expected results, and that system is out of date with no neat way to buffer the setup variable from the tech. We're trying to prevent a tech from accidentally changing variables that would destroy the measurement. Can anyone point me in the direction to possible systems that can make this measurement. So far we've tried Aeroflex, liked their quoted price but they were unable to find the necessary equipment and aren't manufacturing new ones.

Currently NI products do not have the capability to downconvert in the X-Band frequency range, only up to 6.6GHz. However, if you have an external downconverter that has this ability we can probably figure something out that could be paired with your downconverter to take the measurements.
