startup.rtexe on PXIe-8821

A replacement PXIe-8821 with Windows 10 was purchased by a co-worker and I have no idea how to set startup, or deploy the .rtexe with PXIe running windows 10. 
I have experience with NI Linux and PharLap.

I’ve tried to communicate through the PXIe’s IP address with my computer to set/deploy the RT, but everything has failed thus far. Any resources or expertise would be greatly appreciated!

You can only deploy a rtexe to a PXI running RTOS.
