Unable to get any NI PCI-5412 Tclk examples to work

I am unable to get the example "niFgen_Arb_Synchronize_Example_(TClk).vi" on two NI PCI-5412 AWGs to work.  I get the following error:

Possible reason(s):

NI-TClk committed a session, and the instrument driver reported an error.

Session index (starts at zero): 0
Error reported by the instrument driver:

DAQmx Error -200245 occurred:
PLL could not phase-lock to the external reference clock.

Make sure your reference clock is connected and that it is within the jitter and voltage specifications. Also, make sure the reference clock rate is correctly specified.

Device:  Dev1

Status Code: -200245

I could not find the error code on NI's site.

Have you tried replacing your RTSI cable, or maybe different connectors on it if there are more than two?

Also, try swapping the order of the Resource Names in the example.
