CAN I read data from a Excel file, and assign the data values to Veristand Channel?

The LabVIEW VI using the VeriStand API would run from the LabVIEW Runtime, not from the VeriStand RT.  That being said, you could build a LabView EXE and launch it from a VeriStand Stim profile using the Command Shell.
