Any damage on the GPIB transceiver of a device could potencially affect the operation of the whole bus.

Technically, if the device asserts the NRFD or NDAC line when it is not actively participating in bus transmission, it could cause the bus to hang.

It could also be a bad cable that has accidently grounded one of the lines.
