Block Diagram objects only copy paste as images, why & how to fix?

I have two VIs in a project. When I attempt to copy anything from one VI to the other it only pastes as an image. This even applies to labels. This occurs in either direction between the VIs.

What is causing this, how to correct or mitigate this and what is the recommended resolution?

The only times I've seen something like this was when the two VIs were in different versions of LabVIEW.  I've not had this issue between two items in the same project.  What version of LabVIEW are you using?  can you create a project which has the same issue and can be shared?
