Windows 2000/XP You also can double-click a .llb file in Windows Explorer to display the contents of the LLB so you can mark a VI in the LLB as a top-level VI. Right-click a VI in the LLB and select Top Level from the shortcut menu to mark the VI as top level.

LabVIEW version 8.2 WIndows XP. Also, I did an upgrade to Version 8.2.1 after this problem appeared, but it had no effect.
I can not change much. I user base likes the current look and feel.

The following article discusses how to enable Windows Explorer for LLB. Since it seems that the option is there in your version of LabVIEW but appears to have no effect, I would recommend trying to repair your installation, as per the instructions in the LabVIEW 8.x section.
