What specifications should be met for an image / video capture card, such that I will know that it works with Labview?

Are you referring to a frame grabber for a camera? If you want to know whether a non-NI frame grabber can be used with Labview, see this KB: Can I Use My Third-Party Frame Grabber with the IMAQ VIs?
