programming an oscilloscope using labwindows/CVI 7.0 for ethernet interface

I would like to make a UIR that is like the front panel of my oscilloscope. Then, I would like it so that the user can control the oscilloscope through the ethernet interface. What is the best way to go about this? The programming manual I have for the scope is not compatible with LW/CVI.
