Well, I think I finally figured out the problem and have a partial solution. The stand alone machine that runs the application is both the server and the client. In Options>Startup I had the server.l4p and the client.l4p files in the list. I removed the client file, re-booted the machine and launched Lookout which only started the server file. It only took about two minutes to load. Then I went to file>open and clicked the client file which launched in a matter of seconds. This is highly repeatable. I got this idea from page 3-2 of the 2000 LookOut Operators Manual. Not sure why this works...

Good catch, we have run into the same problem before as well.
We added a delay on timer to the server process after a successful update from a remote site that loads the client process.
