problem with PLL circuit with 3 IC (urgent!!)

I have checked all the wiring more than 100 times, I swear, and I don't find anything wrong with it! So why don't I get the results that I should get? 

Please tell me in detail which wire should go to which number (eg. A1, B2, C4 etc...), as I have less than 24 hours to get this done. I have been trying this circuit for 3 weeks and I am fed up already, so I'd appreciate it if someone just tell  me literally which wire has gone wrong. I have done a VCO test with this and it seemed fine so I don't understand why the VCO_out is not working well. I have tried many ranges of frequency and the result is the same. OK, here I will show you the circuit I have done:

I have also tried with lower frequency but the blue wave results were all the same as above!

In the instruction, it says that I should be getting "FREQUENCY FROM ELVIS x (N+1)" as a result, even if the wave is not completely locked.

SOMEONE HELP!!!! My friend got the right result but I don't see any difference between her circuit and mine. Can someone check? This is her circuit:
