Custom UI Deployment and the RTengine.exe

I have spoken to two different AE's and have gotten conflicting answers, so I thought I would post the question here and see if anybody has had the same issues and solved them...

 

I have a development license of TestStand installed on a Virtual Machine on the network and that machine is being used as or TestStand server.  All the sequences will be stored there and accessed by other clients across the network.  I have developed a custom C# User Interface based on the example provided my NI that came with TestStand.  This UI will be installed an run on the client machine and it will access all the sequences that are stored out on the TestStand server.  We are using Windows Communication Foundation and an app.config file to point to the sequences on the server.

 

I was told by the first AE that I only needed the Base Deployment License installed out on the server and that I would not need a license on my clients machines.  I then spoke to  a second AE that told me I would need a license on every client machine that would be accessing the sequences.  That seems to be a very costly solution to an automated testing solution...

 

My ultimate goal here it to have one TestStand Runtime Engine running on the server and I point all my clients to that RTengine to execute all my sequences.

I noticed that when I start RTengine.exe on the server and hover my mouse cursor over it I get a little message saying NI TestStand Remote Engine - Not Connected.  It seems to me there is a way to do what I want to do here and I can't seem to get the answers that I need here.  I have read, re-read, and followed the instructions on page 5-19 for setting up TestStand as a Server but still no luck.  What am I missing?  Any help would be much appreciated.

TestStand 4.1.1

OS: Windows Server 2008 with Developemnt License (TestStand Server VM), Windows XP with Base Deployment License at the moment (Client machine VM as well)
