Long story. Our First Robotics team got a new Rio, ordered for us directly from First. This was in March of this year. We opened it at the beginning of this school year and, since August, keep getting errors and cannot program it. The item was ordered on March 22, but NI keeps telling us it was shipped to First over two years ago. Problem is, the item was shipped to us from Andymark, not First. Any ideas on what to do? We are a small, school based team. Without a working Rio, we don't have a season.

My name is Jessica, I work at NI. You mention you keep getting errors and cannot program it. Which errors are you getting? Could you attach screenshots? How do the device's LEDs behave?

the power light is solid and the status light is flashing

If the power light is solid, a fault condition is detected. One or more user voltage rails are in short-circuit or overcurrent condition. These are generally caused by metal shavings falling inside the case. You can clear this by trying the following:
As for the status LED constantly flashing, there is an article that lists some steps we can take to address this issue. Please follow the steps in FRC roboRIO STATUS LED Constantly Flashing. If you have issues with any of the steps, please make sure to mark which steps caused any trouble so we can troubleshoot from there.

We have tried all of this and nothing has worked
