So I have some things to try.
1- Can you try running the test with all other USB devices disconnected?
2- Can you confirm that there are no other applications or services consuming system resources?
When you installed the software, did you install with the highest privledges?
Was the laptop part of a corporate software load?

Throughout testing on the 32 bit laptop, no other devices have been connected to USB ports other than the TDS2014B scope.
Looking at windows task manager during acquisition, the CPU load goes no higher than 18 or 19%. Further observation shows that windows explorer is using about 16% cpu resources while writing the data to storage during the acquisition. LabVIEW is using a meager 2 to 4%. In any event, the overall load is quite low. (See attached .png file.)
The software was installed using administrator privledges. The process in task manager was running at Normal priority. I set its priority to high before running this test.
This laptop is running Dell OEM O.S. XP ver. 2002 SP3, not a corporate installed image.
